INTEL OVERVIEW:

The Burners are a roaming tribal syndicate of chaos-fueled arsonists, former prisoners, broken militia, ex-gang members, and zealots who believe the collapse is divine retribution. Their doctrine is fire. Their gods are pain and smoke.
